Can I use Live Parental Controls on a Non-Windows Computer or Devices such as Game Consoles

The Parental Controls Management Utility is only compatible with Microsoft Windows operating systems. You will need to use a Windows computer to configure Parental Controls. However, once configured, any computer or internet enabled device on that network, whether it be a Mac, Linux computer, Xbox 360, Wii, Playstation 3 or even an iPod Touch will be protected and filtered under the Live Parental Controls.

How do I add Xbox 360 in Typo Exception. And if I add it to this list will it by pass the parental controls.

Do you have a "Typo Exception" feature?  You shouldn't have this (anymore).  No matter, this would not be the way to exempt a device from filtering, because your Xbox is not a typo, so no exception is needed.

If you want to exempt a device behind a Netgear router, you must not enable LPC on the router, but you must use "normal" OpenDNS.  Then you can configure the device with different (non-OpenDNS) resolver addresses.
