What is the evidence of "I can't get the parental controls to work"?  Any error messages when enabling LPC?  What does http://welcome.opendns.com/ return with?

"The Apple is in bridge mode, but I can't change it."

Not sure why you say this.  Don't you want to change it to NAT mode, or are you not able to change it to NAT mode?

One option would be to remove the AAE and use only the Netgear router.  But before you take any efforts, let's see what the problem may be.  Copy & paste the complete plain text outputs of the following diagnostic commands to here, so that I see if some prerequisites for using LPC are given:

    nslookup -type=txt which.opendns.com.
    nslookup -type=txt debug.opendns.com. 208.67.220.220
    nslookup whoami.akamai.net.

I can't change it to NAT mode.  I lose connection to my modem then.  My modem isn't a router, either, so I have to use the Airport Extreme.

Where do I get the diagnostic commands you listed?  I'm on MacOS Sierra.

You don't "get" the diagnostic commands.  The nslookup command is usually installed.  You open a terminal window and enter the commands there to execute them.  Then you copy & paste the complete plain text output to here.

If for any reason the nslookup command is not installed, use these commands instead:

    dig which.opendns.com. txt
    dig debug.opendns.com. txt @208.67.220.220
    dig whoami.akamai.net.
