registered with a different account

I'm trying to make changes, but it's saying it's registered to another account. I looked all over, but I couldn't find a way to open a ticket. I'm guessing this is how to make a ticket, but if it isn't please point me in the right direction.

  See the link "Submit a request" at the top of the page when being logged in?  This is it!

  Actually, I see it's at the top, and it looked like it was the same thing as the new post button.  Thanks for helping me find it.  I'll go use that.
