If you mean the OpenDNS FamilyShield addresses by "family filter", yes, these block adult categories and the Proxy/Anoymizer category where VPN services count in, to prevent from circumventing OpenDNS for visiting adult sites via proxies or VPNs.  As the domain tagging system is quite dynamic, a domain belonging to your VPN provider may have been newly added to the category.  So no, it is not an error, but intentional, and nothing will be fixed unless you can prove that the domain in question is not to be categorized as Proxy/Anonymizer.

You can still overcome this hurdle, depending on how and where you use this VPN.
