Netgear Orbi registered with another user
I thought I'd try here as I submitted a request and it mysteriously disappeared.
I created an OpenDNS account, used both PC / Mac Netgear Genie app to set up parental controls, and then I repeatedly get the message that the device is registered to another user.
I also tried connecting a laptop via ethernet and doing, but that made no difference.

What you did with raising a ticket was correct. It should still be found at https://support.opendns.com/hc/en-us/requests. If not, raise another.
