Did you mean to request a new category for optional blocking?  (OpenDNS doesn't block anything by default.)

Could you tell us what you mean by "Illegal IPTV / Streaming Services"? What makes these things illegal? What devices are you referring to?

While OpenDNS certainly has the capability to block domains via your own personal blacklist, or by category, it does not have the ability to prevent a device from being used. If you don't want one of these devices found on your network don't put one on your network.

rotblitz  Yes I mean add a category to block IPTV streams.

mattwilson9090  By Illegal IPTV I mean streaming copyrighted content from various websites/links.

Fine, what you can do else is to suggest the new category also here:
    https://community.opendns.com/domaintagging/categories#suggest

Else you have to wait for many people voting your idea up, so that it gets attracted by OpenDNS staff.

According to which nations laws would it be determined that a domain primarily hosts illegal IPTV. Or to be more in keeping with the definition of OpenDNS categories, a domain whose purpose is hosting this illegal IPTV? After all, there is nothing inherently illegal about streaming copyrighted content. That is the focus of such services as Netflix and Amazon Prime, and the different channels that I have running on my Roku.

Do you have a representative list of domains that would be affected by such a new category?
