Maintain security filter for allow lists

    Here's an example - Craigslist is now in the Adult Themes category.  I don't want to whitelist the site, I don't want to remove the adult themes category, but I would like to allow access to craigslist.com, as long as there is no security issue detected.

    This is a contradiction.  You have to whitelist the domain, else you cannot access it.

    This is the purpose of whitelists -- to make exceptions to categories we want to keep.  The only solutions are (1) ask that Craigslist be removed from the category, or (2) whitelist it.  Craigslist probably belongs in the "adult themes" category because of the classified ads.
