In a word (and without getting into the technical or security details of why you can't or don't want to do that), no. If you want different OpenDNS settings for devices on the same network you cannot use the free OpenDNS Home product. You will either need one of the paid products or one of the routers that supports LPC (Live Parental Controls). Though with the LPC routers I'm not sure if all of them support that functionality or not, you'd need to look at each model carefully to make sure it supports that function.

MAC addresses cannot be seen outside your network, so cannot be seen by a cloud service like OpenDNS.  As you have mentioned, this can be done locally only, e.g. by a router.  Also, this feature is not "filtering" but a kind of access control, two different things.

Very understandable. Netgear's Nighthawk appears to offer this functionality but at the same time uses you services. For now I will be deploying OpenDNS to protect the household users. Great feedback, definitely learned something new.
