Moderate filtering - add adult themes by default

Hello,

The "moderate" filtering level description is currently deceptive. Despite saying it "Protects against all adult-related sites and illegal activity." it does not block by default the "adult themes" category. This seems like an oversight because the "high" filtering level has the same description but filters "adult themes" by default.
