Chicago packet loss 70 to 99%..
I live in Columbus Ohio. My ISP is Time Warner. I've been having lag and high ping with every game I've tried. Using PingPlotter, I've noticed I'm being sent to Chicago2.Level3.net. Soon as I hit that, the ping goes up, lost packets hit at one point 99%. I tried using OpenDNS numbers, does not help. I've tried Google DNS numbers, does not help.
What is with the packet loss and Chicago??

Why do you post this in the OpenDNS forum??? And in the "Routers & Other Hardware" section?
No matter, you seem to have problems with your internet connection. You'll have to refer to your ISP who alone is responsible for the quality of your connection.
Your problem cannot be solved by changing the DNS server addresses as you have seen.If you still think this has to do with OpenDNS, post the complete plain text output of the following diagnostic (Windows) commands here:
nslookup -type=txt -timeout=8 debug.opendns.com. 208.67.220.220
tracert 208.67.220.220
tracert 208.67.222.222
