Add a time limiter on domains
Instead of all-or-none domain blocking, add an option to limit daily usage of websites, like setting Facebook usage to 15 minutes per day.

LOL, no, it isn't. OpenDNS is a DNS service. That said, your system initially sends out one or more DNS queries for Facebook domains to get the IP addresses, and then OpenDNS is totally out of the scope, i.e. your system doesn't contact OpenDNS any longer.
Therefore again, given these facts how the internet and DNS works: how can OpenDNS measure a time interval spent at a website?
My opinion: This is technically impossible and not feasible. The same you could request that OpenDNS wash your car or clean your kitchen...
Now, come up with your solution how OpenDNS could do it. Will you revolutionize the way the internet works? Good luck!

See what I mean? This can only be done by a local application, never ever by an external service like OpenDNS.
