    No, this service you are looking for is not a "similar" service to what OpenDNS provides.  OpenDNS provides a recursive DNS service.  And DNS is the phone book of the internet, not the phone lines (connections, hosting).  OpenDNS has no way to block internet connections (e.g. IPv4 or IPV6), because connections are not part of the DNS.  The only thing OpenDNS does is to return a wrong "phone number" if you look for a name into the "phone book" through OpenDNS.

    Also, there is no "dns framework" unless you mean the authoritative DNS hosting services which isn't provided by OpenDNS either.
