Add Domain Tag: "Personal Website"

There are a lot of personal websites out there that don't really fit into any other category.

  How exactly do you define "Personal Website", how does one differenciate from "not Personal websites", and why do you need an extra category for?  Do you want to block them?  Wouldn't these not be already tagged in other categories?
