Yes, contact your ISP to change to a service with faster speed, or move to an ISP offering faster speed.

If your internet performance is lower than it used to be with the same ISP, you may want to scan your computer for malware, or see if there is an application making excessive network activity, too many other users on your network, etc.

OpenDNS can give you faster, more reliable DNS, which can make a difference with effective page load times, but as rotblitz points out, native speed/bandwidth is a function of your ISP and service level.
