Domain will not resolve
Domain wyomingcommunity.org will not come up using OpenDNS. All I get is a generic search page. Cleared cache, flushed DNS (Windows 7), reboot computer, reboot access point, reboot modem. All computers using Access Point set with OpenDNS IPs will not bring up the page requested.
I have wyomingcommunity.org on white list within my OpenDNS account
Using same computers using Bresnan.net (Optimum) the web site comes up.
1. How often does OpenDNS update its DNS records?
2. Is OpenDNS blocking this domain? If so, why?
3. How can I get OpenDNS to resolve the domain?

Well, it works fine for me. http://wyomingcommunity.org/
Although seeing that this is clearly a new site, NS information has not necessarily had time to propagate to all public resolvers from the authoritative records. Rectifying this is usually a matter of waiting. You can also try to refresh the caches on the http://www.opendns.com/support/cache/ Same valid IP is resolving at all locations.
And no, blocked is blocked, not working is not working. Two different things.

Like all recursive DNS, records are updated according to the TTL and when requested. If an upstream resolver cannot point to where to get records, there will be no records to be had. As I mentioned above, these take time to propagate.
