How can I block software downloads?

I want to prevent software downloads like Skype. It seems that once Skype software is installed on a PC, Skyping can not be blocked. I have deleted the software, now I want to prevent it from being downloaded again.

    You add the domains names the software is downloaded from to your "always block" list, e.g. skype.com.

    Further, it is recommended to not let be users administrators on your computers, just regular users who cannot install such software.
