Why is "Typo Squatting" not blocked?
Why is "Typo Squatting" not blocked as a default check on all categories, or at least High and Medium?
Am I missing something or is there a valid use where someone would not want it blocked?

This is a relatively new category, so they may have forgotten to include it in the "level" based domain filtering. Best is anyway to use "Custom" for category based blocking and not the pre-defined levels. This comes with the highest granularity.
Also, if you read the explanations of the "levels":
Low - Protects against pornography.
Medium - Protects against all adult-related sites and illegal activity.
High - Protects against all adult-related sites, illegal activity, social networking sites, video sharing sites, and general time-wasters."Typo squatting" would not fit into any of these levels.

Yes, there's definitely valid uses. This is a very wide area. If you want it being blocked nevertheless, you can.

"Time for new eye-glasses" or maybe I could use some more coffee . . I have now enabled the "Typo Squatting" checkbox under my custom settings.
I think I was confused because "Typo Squatting" is missing from the user-selectable submission categories here: Dashboard (tab) ->Settings (tab) ->Check a domain (hyperlink)->Show undecided domains (drop-down menu). I have attached a screen capture.

Just a quick heads up, the domains categorized as typo-squatting are supplied to us by a third party; it is not available for the community to categorize via http://domain.opendns.com.
