My Dynamic IP Assigned to another user

I have Dynamic IP address so I use the OpenDNS Updater to update the Dynamic IP address of my network. Yesterday I received a mail to my Admin account (domain-block@opendns.com) from a person not known to me asking me to unblock certain website in my network. I am sure that it is not anyone from my office because office was closed at that time.
I think my Dynamic IP must have been assigned to this person and the filters that I had set in my network was affecting him
Is this normal ? Or is there any setting I should do from my end to rectify this ?
If he reconnects to his ISP will he 100% get a different IP and solve his problem ?

Thank you for the clarification. I am opening a support ticket right away. Maybe I don't understand very well how all of this works. I thought the problem was with the other person's router, because my ISP told me that in this town all customers share the same public IP behind a firewall. -

This is new information. Then you cannot use OpenDNS with your OpenDNS dashboard with this ISP service. You must have an individually assigned IP address, not a shared one. OpenDNS will block this IP address range from further registration at OpenDNS based on your ticket then.
You can still use the FamilyShield addresses 208.67.222.123 and 208.67.220.123 with preconfigured "adult" content filtering, but without other configuration and features like stats.

I also had the same problem, so that means the dynamic updater is not fully functional ( i mean its concept). Our ip must be detached from the open dns server while we turn of the Internet/Modem, or there should be some options in the dynamic updater client to 'remove ip from my network' and 'add to my network'. I know its available on the opendns dashboard. But we need it be quick ?

You are not to use an updater and the dashboard at all with a shared public IP address. Everything is "fully functional", but you'll impact other users sharing the same public IP address when using the Updater. And this "concept" has nothing to do with OpenDNS, but with the ISP alone.

Isn't that the same like 'change'? It is! And exactly this is what the Updater does. So what?

To answer the initial question, the network email requests you are receiving is because you either have a shared IP address, or your public IP address changed, but your account is still retaining the old address. So if another OpenDNS user is assigned to your old address, they will be filtered by your settings.
If you're dealing with a shared IP address, this means other customers has the same IP address as you. Therefore, custom filtering is not possible, because both you and another user will have conflicts with the service. The best way to resolve this is to set up FamilyShield on your router by replacing our resolvers 208.67.222.222, 208.67.220.220 to 208.67.222.123 and 208.67.220.123. Your traffic can still be sent to OpenDNS, but using FamilyShield will allow you to automatically filter pornography, adult themes, nudity, tasteless, proxy/anonymizers and phishing/malware sites.
The alternative to this is to contact your ISP to ask if you can opt out of using a shared IP address (which most likely they will say no). Or you can ask to upgrade your service to a static IP address. This would mean that only you are assigned a unique address and nobody else will have it. You will also not need the Dynamic IP Updater, because you are assigned one address until you quit your service.
