All clear.  It seems your ISP is redirecting your DNS queries to their DNS service, so simply configuring 3rd party resolver addresses (e.g. OpenDNS) won't take any effect.

Whatever, you still may try out the dnscrypt-proxy which may well be able to circumvent this ISP restriction:

Good luck!  (And a Happy New Year!)

When I had hard coded OpenDNS into the cable modem/router, it worked. Does that match the above theory and possible solution

No, it doesn't.  As I said, if your ISP is redirecting your DNS queries to their DNS service, configuring 3rd party resolver addresses (e.g. OpenDNS) won't take any effect, no matter where you configure them.

Why do you think it worked.  How did you prove it?

I think it is my Cable Modem/Router from the ISP doing the redirection.  Because when i hard code the OpenDNS servers into the router, then it works

Blocks sites it is supposed to - OpenDNS.com/Welcome works, etc ...

I see.  Then it is apparently your ISP device doing the redirection.  Still, the dnscrypt-proxy is most likely able to circumvent this redirection, because it works by default over port 443 (instead of default DNS port 53) and with encryption, so that the ISP device may not be able to identify the DNS traffic as such.

    Instructions and videos:  https://store.opendns.com/start/

If you configured OpenDNS on the router, you shouldn't need to do something on the computers.
