Open DNS on 1 computer
I recently changed from having Open DNS on my router, to instead just enabling it one 1 PC in my house.
However, it seems that the router or cable modem is overriding the PC setting and using the ISP DNS instead of Open DNS.
Any thoughts on how to debug and fix this?

All clear. It seems your ISP is redirecting your DNS queries to their DNS service, so simply configuring 3rd party resolver addresses (e.g. OpenDNS) won't take any effect.
Whatever, you still may try out the dnscrypt-proxy which may well be able to circumvent this ISP restriction:

I see. Then it is apparently your ISP device doing the redirection. Still, the dnscrypt-proxy is most likely able to circumvent this redirection, because it works by default over port 443 (instead of default DNS port 53) and with encryption, so that the ISP device may not be able to identify the DNS traffic as such.

If you configured OpenDNS on the router, you shouldn't need to do something on the computers.
