You must fill the DNS 3 field with one of 208.67.222.220 or 208.67.220.222.  You do not fill the WINS field.

But as you say you filled DNS 3, it seems your ISP redirects your DNS queries to their own DNS service.  Check it:

    nslookup -type=txt which.opendns.com.  208.67.220.220

If this returns "I am not an OpenDNS resolver", then your ISP redirects your DNS queries, and you can try to circumvent this restriction with the dnscrypt-proxy.

Where do I check that? In a the run>cmd thing, or somewhere else?

Yes, you open a command prompt window to enter and execute such commands.

It did in fact return with "I am not an OpenDNS resolver"

Thank you for the link to the proxy, but I have no idea how it works. I clicked on Download, but it just shows a list of links. :(

I'm trying to learn by searching around, but all I see about them is that they can be very dangerous and save my login information within that server? Are these legit and safe, or is there a risk using them? Also I still have no idea how it works. I really wish there was an easier way to protect users of my router from dirty and dangerous sites. this OpenDNS sounded like it would be perfect, if I can just get it to work :(

    Whom are you talking about?

My OpenDNS updater says the same thing, and I, too, have done everything (cleared caches, rebooted, etc.)  It isn't blocking anything either.  Just keep getting the message "oops, you still aren't using opendns"  Very frustrating.  Please help.

    "have done everything"

No, you didn't.  You didn't read the messages and didn't follow the advices above.  Why not?  What does the command output say?

It's not a good way to start out a support answer, by basically calling someone a liar.  Do you know how many hours I spent reading and doing all this stuff from every thread possible?   Got the message "I am not a DNS Resolver" tried to follow the dnscrypt instructions, but don't know how as they are very vague (to a non-computer genius)

    This is much clearer now.

"Got the message "I am not a DNS Resolver""

Wasn't it rather "I am not an OpenDNS resolver."?  If so, your ISP redirects your DNS queries to their own DNS service.  No way to use OpenDNS the normal way.

"tried to follow the dnscrypt instructions, but don't know how"

More detailed instructions may be found here: https://startpage.com/do/search?q=%22dnscrypt-proxy+--install%22+host%3Asupport.opendns.com
If this does not help, you need to be more specific about what you don't understand, so that we get a chance to explain it.
