Why is a certain site blocked
I went to get some print software to save ink on printwhatyoulike.com and it was blocked because it's a "proxy-anonymizer." This site was recommended for saving ink by komando.com, a resource I have used for twenty years and which has never steered me wrong so I don't understand this.
This whole openDNS thing is a mystery to me - it occasionally blocks sites that aren't porn or anything I don't want to visit but it's too hard to figure out what's going on.

It is blocked for you, because you have Proxy/Anonymizer blocked with your settings, and because this site is clearly a web proxy as one can easily see. If you enter an URL in the form, you can reach sites which would otherwise be blocked. This is what proxies are about. Therefore I'm far from understanding why you treat OpenDNS as a mystery. It does exactly what you want it to do: it blocks proxies. So what?
If you want to exempt the site from being blocked, you had to add printwhatyoulike.com to your "never block" list.

No problem. If this happens again, come back to tell me the domain name, and I'll explain why it may be blocked. Latest after some ten sessions you'll understand it.

LOL. Well, there's nothing wrong with proxies and anonymizers. It's just that people using content filtering don't like them, because these can circumvent any content filtering efforts. If you don't care about circumventing OpenDNS, you can safely remove the block of this category at your dashboard. Blocking with OpenDNS or otherwise is not really related to reputation of web sites at all, but the pure free decision of a network owner. If you are looking after reputation, you better use a tool like https://www.mywot.com/.

Exactly this is the problem, especially if your IP address information isn't registered with OpenDNS.

Therefore you most likely use someone else's settings, not yours.. -
Switching the browser was not the solution, although you may think it was. This was certainly by coincidence only. Your IP address may have changed in the meantime which was the true reason why it seems to work. As I said, you need to keep your IP address information updated at OpenDNS if you use it, else it will not work as expected. Your dashboard is a vital part for the use of OpenDNS. If you want pure DNS without maintenance of a dashboard, you better use a different DNS service.
