"opendns works on the router back home"

No, OpenDNS does work on your router in no way.  It's just that you have configured the OpenDNS resolver addresses there, so that the DNS queries out of your home network go to OpenDNS to be handled by them on their servers.  Beside this, there are none of your OpenDNS settings on your router (unless you have a Netgear router with LPC enabled maybe).

" I want to change soms of the Web Content Filtering settings at home."

Yes, do it, when and as often as you like: https://dashboard.opendns.com/settings/

"I have an account on this laptop I'm using now with the IP-adress from home."

What?  No idea what you could mean by this.  You cannot have an account with an "IP-adress from home" on any computer outside your home network.  This is impossible.

" If I am not home with the laptop with the OpenDNS account (on which I do the settings), will the Web Filtering still work at home?"

You do not have an OpenDNS account on a computer, not at all.  Your OpenDNS account is solely at their website, not on your computer.
And yes, certainly the content filtering will still work at home, as long as you don't register a wrong IP address with your home network at https://dashboard.opendns.com/settings/
