This Android app being used for Google+ Hangouts may query and use special domain names, not being covered by the blocking mechanism of your dashboard settings yet.

Google list these domains at https://support.google.com/hangouts/known-issues/3139543?hl=en under
General known issues > "Something's not right" error message
as the ones that need to be whitelisted to use Hangouts:

Accordingly, check your stats if these domains are indeed referenced as not being blocked and eventually add them (or their subdomains like hangoutsapi.talkgadget.google.com) to your "always block" list.
    https://dashboard.opendns.com/stats/all/topdomains

Please note that if you block these domains as listed above, especially apis.google.com and maybe clients6.google.com, you will be blocking more than just Hangouts.  If you find in your stats that only subdomains of these are used, then better add these to your "always block" list.
