Sites blocked on Tablet

This is most likely a local resolver cache or browser cache problem, that DNS queries and website content are still blocked if you recently changed your OpenDNS settings.  Flushing the browser cache and rebooting the device after settings changes should help.

The phone and tablets would only filter if connected to your home wifi and the router is where you configured OpenDNS. Visit http://welcome.opendns.com from your mobile device to confirm it's configured for OpenDNS, and if it is, you would need to flush the browser cache on the mobile device or reboot it to force a cache clear. If you get the X, you're not yet configured on the mobile device, or its using a mobile network and isn't connected to WiFI (needed for OpenDNS to work in this case).

They clearly do filter: "Some of the sites I put on the Never Block list work on my computers but remain blocked on Tablets/Phones etc."
