    You cannot use a free public proxy server with OpenDNS, because proxies use their own DNS service.

    Some components of Umbrella use an OpenDNS proxy/VPN, but not "a free public proxy".  You get certain software with Umbrella which connects you to OpenDNS' VPN.

    Certainly not.  This address and port is not a proxy or VPN server.

    I can set up a public free proxy using DNS requests to OpenDNS
    ?

    As it seems not to exist in this world but proxies without filtering ...

    Yes, you can if you know how to do this.  But because that and how you ask, it doesn't look like you have the needed skills.

    I just wanted to know if i could configure my APN mobile phone to use a free Opendns proxy ...

    but seems it is more easier to find free Full Opens Proxies :-(

    mobile phone companies offers poor filtering solutions at these days
