I'm sorry, I can't understand what you are asking about.

The problem first reported in this thread was resolved as much as could be since the user's ISP is using caching technology upstream of his connection. If you are having the exact same problem as him (follow the discussion and troubleshooting that was involved to confirm that) then his solution would be the same as your.

If you are having a different problem related to this domain you should start a new thread so that proper attention can be paid to your issue.

    Hi:

My teens seem to be getting into trouble when using INSTAGRAM.com,

I blocked it in my settings, which already were on HIGH,

I added that domain, but it still allows them to log on and use the site????

It's not so much important what you have blocked, but that their device use indeed OpenDNS as DNS service.  Only then your settings can take effect, of course.

So look from the devices they're using if they are indeed using OpenDNS.  http://welcome.opendns.com/

@ porter, rot is right, you need to confirm their device is actually sending traffic through open dns.

What is your network setup? Devices that are bypassing?

More detail of the issue would be useful for troubleshooting.

Remember, if you don't have it set on your router the devices would have to be set manually. Also if you don't have a router /network filter that blocks using other external DNS servers there is also the possibility that they manually set their devices DNS servers and are bypassing it. Never underestimate the ability of a user to try and find ways around things :P
