Can I put parental controls only on the 'guest' account - if so-how?

If your home only has one IP address to provide a connection for both the main and guest access, then the filters will apply to everyone. This is because the DNS requests are originating from your home's single public IP address. You would need to have a second IP address (or line of service) for your home to apply different content filters. In general, the content filters that are set in your dashboard will be applied to everyone.

Anthony - so if I set the parental controls to moderate with a bypass account, is it true that I have to log onto that bypass account everytime I go on the internet?

Some webpages say that there are two IP addresses - one from the modem and one from the router - would it be possible (easily ;0) to use one of the IP addresses for the guests and the other for my access?

I was able to find you ticket# 120648, and took a quick look into your account. It appears that your set up is using the Liver Parental Controls. So you're correct in your last message for setting the controls to moderate and assigning yourself a bypass account to access everything else.

As for your second question, it would have to be a public IP address that leased to your home. Most likely the router is receiving a local address from the modem. With this said, since the LPC is registered on your device, the only way to separate the filter settings is to use the bypass account.
