    I understand that your problem is not being able to access http://minits.insofe.edu.in:4545/  - right?  What exactly happens?  Any error message?

    If you think it is a DNS problem, post the complete plain text output of the following commands:

    nslookup -type=txt debug.opendns.com.
    nslookup minits.insofe.edu.in.

    If it is not a DNS problem:
    According to http://www.yougetsignal.com/tools/open-ports/ port 4545 is open on minits.insofe.edu.in.  So, if you cannot access it, this port is not open at the client side.  Check your computer and router firewall settings to ensure that port 4545 is not blocked outbound.

    Whatever, after all,  it does not seem this is related to OpenDNS or Netgear Live Parental Controls.  If it is a router problem, you'll have to contact Netgear support.

    if i connect ISP with out router it's working fine. when i am connect my ISP through router the above URL is not working

    did you get my problem?

    Good, in both cases you get minits.insofe.edu.in resolved to 183.82.4.69.  So it is in no way a DNS problem.  Must be related to this non-common port 4545.  I already advised what to do in this case.  I have nothing to add.
