By passing my blocked sites

I'm using netgear genie for my office to block sites & downloads but if anyone use Hotspot Shield software on his pc he can browse all the sites without blocking. Please give me a solution of this problem.

  You forbit the employees to use such programs.  You get your employees to uninstall and delete the programs from the computers.  You block sites where these programs can be downloaded from.  You don't let your employees be admins on their computers, just regular users.
