Says my router is registered to another user? Blocks parental controls. why?

i bought this router brand new from walmart but when i go to set up parental controls to block certain things it says this router is registered to another user when i bought the router brand new

  Did you run the Management Utility?  If this didn't help, you must open a support ticket to get the device ID removed from the OpenDNS LPC system, so that you can register your device with OpenDNS LPC.
