Time gap

After I've changed settings, how long does it take for them to become effective?  I've noticed that it's not immediate, but that by the next day the settings have changed.  How long is the actual time gap?  ... or is something like every half an hour, on the half-hour/hour?

  There's something with your local caches.  You must flush them after settings changes.
