can OpenDNS protect an iPhone when it is directly connected to the Internet, NOT using my WI-FI connection which IS protected by NetGear/OpenDNS?

  Protected - against what?

  There are certainly apps available supporting any kind of protection.  Search the appstore for them.

  OpenDNS Umbrella Mobility and Everywhere support iOS devices too.
