The configuration of Netgear Live Parental Controls is on the Netgear router itself, not with the Management Utility.  So it doesn't matter if it is installed or not after you used it once to set up the router.

I'm not aware that the Management Utility has a feature to send out e-mail when uninstalling it.  And yes, you still can use your iOS Netgear Genie app, but this is of no sense to be used off-road, because you don't have your router with you, so there's nothing to configure.

There won't be any alerts if the LPC is uninstalled but as long as your brother does not know the password to the Genie/Management utility he shouldn't be able to uninstall the LPCs.  You can use https://netgear.opendns.com/sign_in.php or the Netgear Genie app to manage your settings remotely.

"You can use ... the Netgear Genie app to manage your settings remotely."

Really? Wow!  I thought managing settings remotely can be done through the dashboard (https://netgear.opendns.com/) only.
Where can I find more information about this fantastic feature?

Ah good catch, the device you are using to manage Genie needs to be connected to your network, I was getting ahead of myself on that one.  You can use the Netgear Genie app or https://netgear.opendns.com/sign_in.php  to manage your settings, only https://netgear.opendns.com/sign_in.php  can be used remotely.
