The information that I could download the installer was useful. It indicates that the problem is at your end. The .exe file is not hosted on a third party site.

"Where do you login with the bypass credentials?"

You login in Genie,  button "Bypass Login".

"Why can't you just assign a fixed IP to the devices you want to bypass and have that be the end of it?"

Because bypass accounts work based on bypass user ID, not based on device.

    For more details see http://kb.netgear.com/app/answers/detail/a_id/25687/~/how-to-configure-live-parental-control-on-my-netgear-router
    from step 11.

Sorry, didn't you read my response above to follow the link I posted?  Or what else is your question about?

The document I linked to describes in detail "how can i make an bypass account".
What else are you looking for if not this?

I have the same question.  I have set up the bypass accounts, but I don't have a "bypass login" or anything like that on my Genie app.  Where do I find this?  Attached is a picture of my screen.

Read the instructions I linked to again.  These are very explicit and detailed and step by step.
Start with clicking the "Parental Controls" button in Genie.  You must first link your router with an OpenDNS account.

The step I was missing is that you have to actually download  the genie APP to your computer, you can't just use the in-browser genie. Hope this helps.

And rotblitz, you really could have been more helpful, as that was an easy step to miss and a simple one for you to mention.

Even more helpful?  If one follows the link to the instructions I posted, one would read:

How do I configure Live Parental Controls on my NETGEAR router using the NETGEAR genie app?

    ...

If you do not already have the NETGEAR genie app, it can be downloaded at http://www.netgear.com/lpc.

And you still say "you really could have been more helpful, as that was an easy step to miss and a simple one for you to mention"?  Sorry, this is beyond my understanding!  How could you miss this step following the instructions?  It's easy: you didn't.

    You don't understand rotblitz.

Telling someone to read and follow the explicit and detailed step by step directions is a microagression. Those are generic instructions, and that does not recognize everyone's unique and special snowflakeness. You are supposed to provide detailed, personalized, step by step directions for everyone, including information on what to do with every potential snag, and repeatedly emphasizing the things not to do that are not included in the instructions. You can't even cut and paste them, they have to be written from scratch each time, otherwise it's not personal enough for them.

I can't download the NETGEAR Genie desktop app, so these instructions don't work for me.  The link from your page: http://updates1.netgear.com/netgeargenie/update/NETGEARGenie-install.exe

is dead - it pops open a new tab that immediately closes with no download to be found.

Yes, after three years there are chances that a link becomes invalid. However, http://updates1.netgear.com/netgeargenie/update/NETGEARGenie-install.exe still works for me. I was able to download the installer.

Sure but that's the link from Netgear's own support page; that's the page I was taken to when initially trying to set up parental controls.  I tend not to trust .exe files from 3rd party websites (we've all see cnet horror stories right?).

And after you post at all, there are chances any link becomes invalid.  I'm aware how time and change work.  If you've got nothing but snark to contribute, feel free to shut the... refrain from responding.  Useful contributions are still welcome.

What browser are you using?  Edit:  Doesn't work with Chrome - worked with Firefox.  Thanks for the diagnostic help!  I meant when you said "feel free to search" that I wasn't about to go downloading .exe files from sites other than Netgear, which wasn't working.
