Does the time block activate when PCalready in use at the start time of block?

I have time blocks set up however it doesnt seem to activate if aready in use. Seems to ony work if  you log in during time block. Can this be changed?

  Because this blocking is DNS based, the time block can only become effective each time a new DNS lookup becomes necessary after the block start time.  Existing connections are not affected, because connectivity has nothing to do with DNS.  So no, this cannot be changed due to the technical nature of how this is supposed to work.
