Why are iOS apps blocked when LPC filtering is set to "none"?

OpenDNS generally does not and cannot block apps, but DNS queries to certain domain names only. OpenDNS does not know what client device and OS is being used at the time it sees a DNS query.
You have to set the default filtering level to none if you don't want to use bypass accounts on devices with unresticted access. But you said that "The default filtering level is set to low". So set it to none.

As I said, iOS apps are not blocked, just domain names are, but not so if the filtering level is set to none.

Again, this has nothing to do with "apps", but with the filtering level. And "none" doesn't block anything. So use that!
