Default level vs Custom Level

    There is no "default level", but "default settings".  The Custom level is for selecting specific categories which takes effect as default settings.  You can set specific settings per user or maybe per device which can then be different from the default settings.

    So if I set a custom setting, I would select Default on specific devices?

    If you select Default for a device, then the device uses the default settings.  If you went for Custom (category) settings for your default settings, it will be this.  You don't have to do this on a device level, because it's your default settings anyway.
