Why do you think DNSCrypt uses FamilyShield addresses?  It doesn't do by default, it uses 208.67.220.220.

" Also that public IP from VPN already added into some network and configured with restrictions."

This is the "problem"!  DNSCrypt is unrelated here, and it has nothing to do with FamilyShield.  If the IP address is registered with OpenDNS, you will be using these other account settings if using OpenDNS resolver addresses.

If you don't want to use these settings, you'll have to configure a different (non-OpenDNS) DNS service for DNSCrypt or normally on your computer to get around those restrictions.

You can also open a support ticket to get the IP address removed from OpenDNS and prevented it from being added further on.

I'm not aware of such an option in any settings.  DNSCrypt never uses FamilyShield unless you configured it to do so.
Can you post a screen shot of this settings option page?

"How can i configure DNSCrypt for different service"

    This is described at http://dnscrypt.org/

"Can you please give me the link where i can do this ?"

See the "Submit a Request" tab at the top of the page?
