Hi,
Per device content filtering for home networks with OpenDNS are currently available through the Netgear Live Parental Controls program that comes bundled with Netgear routers. For more information regarding this networking solution, please see https://www.netgear.com/lpc.
The other method, is to sign up on one of our business packages such as Prosumer (https://www.opendns.com/enterprise-security/threat-enforcement/small-teams/) and create individual policies for each device.

You cannot block or allow based on local computer accounts, but you can configure another (non-OpenDNS) DNS service on that specific device, also temporary in case the device is shared with other users.
Edit: Just seeing that you may use a Netgear router. With using LPC you can create bypass accounts.
See http://kb.netgear.de/app/answers/detail/a_id/25687/ from step 11. -
Did you take a look at using a Bypass Account? It is supposed to work with Genie software to allow certain people (like a parent) to have different access levels. I use gnu/linux and so it does not work for me, but I have seen comments from others that implies it does work for them.
