NO blockng after caredful setup on individual computer to avoid ATT router issues

    Yes.  If you run Avast or AVG antivirus, you must disable an option called like "Secure DNS", "Fake Site" or "Real Site".  And also, according to http://www.cleaninter.net/clean-internet-how-it-works/ it seems that Clean Internet filter intercepts your network traffic which could include also DNS traffic, therefore being able to prevent you from using 3rd party DNS services like OpenDNS.

    This is irrelevant as long as the "test page says not using yet".  http://welcome.opendns.com/

    If the above does not help, I need to see additional information.  Open a Command Prompt window, and copy & paste the complete plain text output of the following diagnostic commands to here:

    nslookup -type=txt debug.opendns.com. 208.67.220.220
    nslookup -type=txt which.opendns.com.
    nslookup whoami.akamai.net.
    netsh interface ipv4 show config
    netsh interface ipv6 show dns
