    Correct.  A DNS service like OpenDNS can block domains only, not sites.

    In order for any dashboard settings taking effect, there must be these prerequisites:

    1. You must use OpenDNS.  Check at http://welcome.opendns.com/
    2. Your IP address must be correctly registered at https://dashboard.opendns.com/settings/
    3. You should flush your local caches once after the settings change.

    In your case one of these conditions is apparently not met.

    I can not meet the second prequities. Help me with that. I can not register my IP address. It says Network already exists.

    This means that another user has this IP address registered before you inherited it, but the other user missed to update his dashboard network with his current IP address, so still keeps your IP address locked.

    According to https://support.opendns.com/hc/en-us/articles/227988847 you could raise a support ticket, link "Submit a request" above.  But as it takes some time to unregister your IP address, you may first try with obtaining another IP address from your ISP by disconnecting from and reconnecting to the internet, for example with a router restart/reboot.  Then try to register your IP address at the dashboard again.  In case you have a network there, do not attempt to add another, but update the existing one.
