Does this Android phone use OpenDNS at all? Visit http://welcome.opendns.com/ on it.
Also ensure that the correct IP address is registered at https://dashboard.opendns.com/settings/ from the network where you use this Android phone. (The IP address for your network must show up in bold font there.)
Further, do you use the browser app (probably Chrome) or the Twitter app to access Twitter on this smartphone? The app may use it's own non-OpenDNS DNS service. And Chrome must have the Data Saver feature disabled to use OpenDNS as DNS service, else it will use Google's.
