I already know OpenDNS says filtering by time is only offered on NetGear and other in-home hardware. However, making this available on the OpenDNS web interface should be an easy feature to add. The technical reasons are also listed below.
Obviously they have to do the work to setup the GUI to handle the time settings. We will pat you on the back when your done. :)
During the time period when a filter is supposed to be restricted, OpenDNS would just start sending the blocking DNS IPs to the clients. As long as the TTL for the DNS entries is kept at a low value like 5 minutes, this should work just fine.
Note: DNS traffic is really fast. So have a low TTL for DNS entries is not a big deal. Akamai enabled Web sites does this constantly to move traffic to faster routes. Akamai enabled sites have a TTL of around 60 seconds.
So I don't see a reason why OpenDNS could not add this solution. Guess it comes down putting in the 100 hours or less of programming time, QA Testing, etc. Not a big deal for a big company.
