    Please note, normally there is no "incoming traffic from a specific URL" reaching any internal device in the world.  This is not how the internet works.  This incoming traffic is almost HTTP responses to outbound HTTP requests.  And the related DNS lookups to the outbound HTTP requests is what can be blocked with OpenDNS.  You cannot block anything inbound with OpenDNS.  Also, please note that you cannot block URLs with OpenDNS, just domain names, because OpenDNS sees only domain names from your DNS traffic.  (Or did you mix up these two terms, domain and URL?)

    You unfortunately forgot to tell what this "specific URL" is, so I cannot suggest how to block it with OpenDNS.
