In my account settings on OpenDNS do I add the modem's public IP address in Network section?

This is not the modem blocking something, but OpenDNS.

    1. You configure the OpenDNS resolver addresses as DNS server addresses on the modem:
      https://support.opendns.com/hc/en-us/categories/204012907
If you merely want to block adult content, you use the OpenDNS FamilyShield addresses 208.67.222.123 and 208.67.220.123 instead of the normal ones.
    2. If 1. was with success, you add a network at https://dashboard.opendns.com/settings/ with your public IP address, and you configure the settings as you want.
