You shouldn't "have tried many different things", but followed these instructions:  https://kb.netgear.com/25687/
Please note, Netgear LPC does not work with IPv6.  You'll have to disable IPv6 connectivity.

Copy & paste the complete plain text output of the following diagnostic commands to here, so that I may see what the problem is.

    nslookup -type=txt debug.opendns.com.
    nslookup whoami.akamai.net.

I have exactly the same issue with R7800 and FW version.

Followed exactly same as mentioned link procedure to enable LPC & ipv6 is disabled state.

    Here is o/p

    nslookup -type=txt debug.opendns.com
    Server: UnKnown
    Address: 192.168.1.1

    Non-authoritative answer:
    debug.opendns.com text =

    "server r3.mum1"
    debug.opendns.com text =

    "flags 40020 0 70 180000000000000000007950800000000000000"
    debug.opendns.com text =

    "originid 0"
    debug.opendns.com text =

    "actype 0"
    debug.opendns.com text =

    "source <public IP>:59489"

    =============

    nslookup whoami.akamai.net
    Server: UnKnown
    Address: 192.168.1.1

    Non-authoritative answer:
    Name: whoami.akamai.net
    Address: 146.112.134.64

The procedure you followed did not work.  You do not have Live Parental Controls (LPC) enabled but disabled.

Therefore you could use OpenDNS Home instead of LPC.  In this case your dashboard is only at https://dashboard.opendns.com/settings/

You must create a network there and assign your IP address to it.  Then it will work.
Don't forget to run an Updater to keep your IP address information updated at the dashboard going further.

Thank you for the prompt response.

Cleared IP at dashboard.opendns.com - but LPC didn't work.
I did FW upgrade to 1.0.2.68 on R7800 router - and applied LPC.
I can see opendns blocks majority sites, some of obscene sites are still opening.

I certainly understand in the dense internet forest it highly challenging to trace every domain/host.
I hope I don't need to switch to the dashboard model.

Appreciate; if you can share difference between LPC (netgear.opendns.com) & dashboard.opendns.com parent controls.

And I can see proper nslookup response as well like below (some portion trimmed)

    Server: UnKnown
    Address: 192.168.1.1

    Non-authoritative answer:
    debug.opendns.com text =

    "server r5.mum1"
    debug.opendns.com text =

"device <my device ID seen in browser at netgear.opendns.com>"
    debug.opendns.com text =

    "flags <big hexa code>"
    debug.opendns.com text =

    "originid <some number>"
    debug.opendns.com text =

    "actype 1"
    debug.opendns.com text =

    "bundle <some number>"
    debug.opendns.com text =

    "source <public IP>:47978"

Correct, the firmware upgrade has helped.  Now you have LPC enabled.  Visit https://dashboard.opendns.com/settings/ to delete your network there if not done already, else you will get inconsistent results.  Netgear LPC and OpenDNS Home are incompatible services, because they have different dashboards.  You can just use one of them.  Your LPC dashboard is only at https://netgear.opendns.com/

Thank you, I have removed the IP at dashboard.opendns.com prior to router FW update.

I will continue to use LPC at netgear.opendns.com.

    Thank you.
