There should be unrated option for FamilyShield dns address. This allows to block unrated websites in cellular networks. This adds more level of filtering.

  there should be a separate dns ip that with more restrictive option that blocks unrated websites. I know this has been discussed before but the domain tagging takes a lot of time and there are websites that change their domains a lot.

  Blocking uncategorized domains does not make sense, see the explanation here:

  A similar feature (newly seen domains) is already part of Cisco Umbrella and OpenDNS Prosumer.

  I do not see that OpenDNS will add this to the free consumer packages.  You may subscribe to a package where this is already supported.
