    Yes, when using a VPN, then you are not using OpenDNS. That’s all normal.

    "content filter at my router level"

    This content filtering does not happen at your router level, but OpenDNS is a service in the cloud.

    If you use a VPN, then all your traffic goes through the VPN tunnel, also your DNS traffic.  That's the reason why you use the DNS service configured on the VPN server, not the one configured locally by you.
