OpenDNS still block when «none» is selected

I'm encountering a like issue and didn't want to start a new post. Using OpenDNS home, I removed a named domain from the block list (youtube) and the video sharing category and youtube is still blocked. I also checked vimeo and it's blocked due to the video sharing category. I've verified my IP address is correct in the dashboard, I've flushed DNS in both with windows ipconfig and all browsers and it's still blocking. Is the timframe to unblock something longer than the indicated 3 min?

Addition to above, As a "large hammer" solution I set the content filtering to none. I just checked the domain stats log and it shows youtube and vimeo red/blocked but when I click on the domains it says "This domain is no longer blocked." I went back to the affected computer and it's still blocking according to my initial rule set. It's like it's not being pushed down properly. I've set this up on the device itself in windows 10 network adapter settings as I cannot make this a network wide block because we work from home. OpenDNS updater is showing everything appropriately (IP address and network name) as I have set up in the Dashboard. More info, I didn't have an issue yesterday removing categories from the content filter (webmail, Software/Technology, and File Storage).
