Domains still accessible even when "alway block" enabled

I have www.discord.com in the always block Category.  Chrome blocks it but safari does not.

Note I am speaking about the website and not the app.  This should be simple DNS blocking exercise.

Any ideas?

  Is this on the same machine? It would suggest Safari is not using Open DNS settings
